Looks like it could be a Classic Roadsters Duke, but there were a couple of builders, some still around.

I believe the historic plate indicates 25 years, but I imagine that doesn’t rule out much.

It could be up to 42 years old, if that’s the right replica builder. Though, I have seen replicas sometimes get titled as the year of the car they’re imitating, somehow (e.g., a Volkswagen Beetle-based Gazelle titled as a 1927 Mercedes, it happens, though seemingly more often in Florida).
